The three key elements of water management include

(i) water source creation/augmentation and distribution,

(ii) Regulation – which implies implementation of laws and monitoring

(iii) Promotion of new technologies for water conservation and improving water quality.  

These functions are carried out by various departments of the Punjab government

Major Initiatives for Management of Water Resources in Punjab:


Pollution Control

The following Initiatives  have been undertaken(PPCB, 2015)

  1. Check Industrial  Pollution

1)    Management of Electroplating Effluent

  • 14 Large and Medium

Adopted ZLD technology

No effluent into sewerage system

Recovered water recycled back into the process

  • 1487 small scale

-   CETP capacity 0.5 MLD installed at Phase-VIII, Focal Point, Ludhiana

-   Based on ZLD

  1. All 1487joined CETP
  2. No effluent into sewerage system
  3. Recovered water recycled by the nearby dyeing industries.

2)    Management of Pickling Effluent

  •  583 small scale pickling and wire drawing industries have joined Re-processing unit installed at Kohara.

3)    Management of Electroplating Effluent of Malerkotla

  •  For the treatment of electroplating industries of Malerkotla, CETP of capacity 15 KLD has been setup.
4) Dyeing industries:  All the dying industries have provided their individual ETP’s but to ensure monitoring at single outlet and achievement of standard at all times.

  1. In-situ Bioremediation Technique (Green Bridge Technology) at  Budha Nallah:
  • Ecological and Economical restoration of water quality of Budha Nallah.
  • Demonstration project by building 5 porous green bridges to treat sewage flowing in Budha Nallah funded by CPCB / MoEF.
  • Cost of the project Rs. 15.28 crores including O&M.
  • The technology was developed by M/s Shristi Eco Research Institute, Pune.
  • Allotted the work by CPCB to M/s Green Infrastructure Ltd., Pune (Executing Agency).
  • 4 green bridges completed.
  • MoEF&CC, GoI has released Rs. 2.44 crores on 16/09/2015.
  • 5th green bridge is under construction and likely to be completed within 3 months.
  1.  Critically Polluted Areas
  •  Ludhiana and Mandi Gobindgarh towns declared critically polluted areas by MoEF  on 13/1/2010.
  • CEPI in Ludhiana reduced to 63.35 (Feb. 2014 data) from 81.66 (2009 data)
  • CEPI in Mandi Gobindgarh reduced from 75.08 (2009 data) to 70.52 (2012-13 data)
  • The study of Ludhiana and Mandi Gobindgarh carried out 16/11/2015 & 17/11/2015 by MoEF / CPCB. Evaluation awaited.
  1.  National River Conservation programme
  2.  Surface Water monitoring under the MINAR scheme
  3.  Waste  water pollution control programme.
  4.  PPCB advices, guides, encourage, persuade & help the industry in putting up  effluent treatment plants (ETPs) to control and reduce pollution.

  • NABARD assistance for drinking water supply to NC Rural habitats
  • Rejuvenation of Drinking Water Supply Schemes including the Operation and Maintenance (O&M) of the completed rural water supply schemes
  • Abatement of Pollution of rivers Satluj and Beas
  • Water supply and sewerage schemes for religious towns
  • Rehabilitation of existing sewerage system in walled city area of Amritsar
  • Water supply under UIDSSMT (Urban Infrastructure Development Scheme for small and Medium Towns)
  • Sewage Treatment Plant for Ludhiana, Jalandhar, Bathinda, Phagwara  under JNNURM
  • Water supply/ sewerage/storm water drainage  under JNNURM for Gidderbaha, Patti, Amritsar, Tarn Taran, Talwandi Sabo.

  • Conservation measures at Harike, Kanjli,  Ropar  and Nangal Wetlands
